23 May 2026 को Ministry of Rural Development (MoRD) ने VB-G RAM G Act, 2025 के लिए 8 draft rules जारी किए। ये rules Act के Section 33 के तहत बनाए गए हैं, और सरकार ने इन पर आम लोगों से objection और suggestion 21 June 2026 तक माँगे हैं। नियम अभी final नहीं हुए — पहले public consultation, फिर Official Gazette में notification। नीचे हर rule का मतलब आसान भाषा में, और आप अपनी बात कैसे भेज सकते हैं।
VB-G RAM G के 8 Draft Rules कौन-कौन से हैं
- Transitional Provisions Rules, 2026 — MGNREGA से VB-G RAM G में shift का roadmap।
- National Level Steering Committee Rules — scheme की top-level monitoring body।
- Central Gramin Rozgar Guarantee Council Rules — central council जो policy direction देगी।
- Administrative Expenses Rules — staff, training, ICT, monitoring और social audit का खर्च कौन उठाएगा।
- Grievance Redressal Rules — शिकायत दर्ज, track और appeal का system।
- Payment of Wages and Unemployment Allowance Rules — मज़दूरी और बेरोज़गारी भत्ता कैसे मिलेगा।
- Excess Expenditure Rules — normative allocation से ज़्यादा खर्च होने पर नियम।
- UT (Without Legislature) Rules — बिना विधानसभा वाले Union Territories के financial arrangements।
इन नियमों का आम Worker पर क्या असर
पुराना Job Card और Migration
Transitional Provisions Rules साफ़ करते हैं कि ongoing काम बिना रुके चलेंगे, records transfer होंगे, और liabilities settle होंगी। सबसे important — e-KYC verified MGNREGA job cards valid रहेंगे जब तक नए Gramin Rozgar Guarantee Cards issue नहीं हो जाते। Transition के दौरान worker के rights protected रहेंगे।
Wages और बेरोज़गारी भत्ता
Draft rules के मुताबिक wages और unemployment allowance Direct Benefit Transfer (DBT) से ही आएँगे। काम माँगने के 15 दिन के अंदर employment देना ज़रूरी है; नहीं तो worker बेरोज़गारी भत्ते का हक़दार होगा। यह entitlement VB-G RAM G में भी बना हुआ है।
शिकायत का नया System
Grievance Redressal Rules एक technology-enabled, multi-tier और time-bound system propose करते हैं — registration, tracking, escalation और appeal के साथ, digital public infrastructure पर। मतलब शिकायत दर्ज करके उसका status भी देखा जा सकेगा।
खर्च कौन उठाएगा
Administrative Expenses Rules बताते हैं कौन-सा खर्च Centre उठाएगा, कौन-सा state के साथ share होगा, और कौन-सा पूरा state उठाएगा — इसमें staffing, training, ICT systems, monitoring, grievance redressal और social audit शामिल हैं। Steering Committee और Council में Department of Rural Development, NITI Aayog, central ministries, state governments और technical institutions के representatives होंगे।
Objection या Suggestion कैसे भेजें (Deadline: 21 June 2026)
कोई भी व्यक्ति, संस्था या organisation अपनी राय भेज सकता है — बिल्कुल free। दो तरीके हैं:

Draft rules का पूरा text e-Gazette portal (egazette.gov.in) पर उपलब्ध है। अपनी objection clear और point-wise लिखें — कौन-से rule का कौन-सा clause, और क्या बदलाव चाहते हैं। Deadline के बाद मिली suggestions consider नहीं होतीं, इसलिए 21 June से पहले भेज दें।

क्या ये 8 rules final हो गए हैं?
नहीं। ये अभी draft हैं। Public consultation के बाद MoRD इन्हें revise करके Official Gazette में final notify करेगा।
Objection भेजने की कोई fees है?
नहीं। Email या post — दोनों free हैं।
क्या मेरा पुराना job card काम करेगा?
हाँ। e-KYC verified job cards नए Gramin Rozgar Guarantee Cards आने तक valid रहेंगे, जैसा Transitional Provisions Rules में लिखा है।
